July 2007 was an exciting and productive month in which efforts were focused on strengthening Governor Camacho’s vision of transformation…a season of transformation across the spectrum with emphasis on the emerging workforce and training and education to meeting the critical demands. In addition to the Labor Sub-Committee monthly meeting, the Chair of the Labor Sub-Committee attended off-island conferences and met with federal officials responsible for identifying issues that affect Guam. In addition, collaboration with officials from the Freely Associated States continues to discuss workforce issues. Therefore, the following report on regional (insular areas) and federal collaborative activities is submitted:
July-07 OFFICE OF APPRENTICESHIP, U.S. DEPARTMENT OF LABOR EMPLOYMENT AND TRAINING ADMINISTRATION – GDOL/AHRD/GWIB officials paid a courtesy visit with Mr. Anthony Swoope, Administrator of the Office of Apprenticeship, U.S. Department of Labor Employment and Training Administration. Discussion focused on Guam’s efforts to increase apprentices. Copies of the Guam Workforce Investment Act and Wagner-Peyser State Plan – Plans of Work and 7th Western Micronesia Chief Executives Summit Communiqué were provided to Mr. Swoope. Present at the meeting with Mr. Swoope include: • Dana Daugherty, Deputy Administrator – Office of Apprenticeship, USDOLETA • Karin Brown, Executive Assistant – Office of Apprenticeship, USDOLETA • Maria Connelley, Director – GDOL • Peter Barcinas, Member – GWIB • Joleen Santos, Executive Director - One-Stop Career Center, GDOL • Vera Topasna, Planner – GDOL/AHRD July-07 WORKFORCE INNOVATIONS 2007 – GDOL/AHRD staff attended the Workforce Innovations 2007 Conference in Kansas City, Missouri. Co-sponsored by the U.S. Department of Labor's Employment & Training Administration (ETA) and the American Society for Training & Development (ASTD), Workforce Innovations is the premier annual conference at which more than 3,000 local, state and national workforce leaders and their partners from industry, education and economic development gather to discuss the critical talent development challenges facing our country. GDOL/AHRD personnel who attended the Workforce Innovations 2007 Conference include: • Maria Connelley, Director – GDOL • David Dell’Isola, Acting Director – AHRD • Joleen C. Santos, Executive Director – One-Stop Career Center • Vera Topasna, Planner July-07 FEDERATED STATES OF MICRONESIA CONSULATE - GDOL/AHRD officials paid a courtesy visit with Samson Pretrick, FSM Consul General. In line with USDOL’s Workforce Innovation in Regional Economic Development (WIRED) framework, discussion focused on efforts to continue aligning and strengthening relationship within the Pacific Jurisdiction. Copies of the Guam Workforce Investment Act and Wagner-Peyser State Plan – Plans of Work; latest issue of the Occupational Estimates Survey, Current Employment Report and Handout on Grants to the Outer Pacific for FY2006 were provided to Mr. Yamada.
