I. Subcommittee Accomplishments – Since its last meeting, the Environmental Subcommittee (ES) has reviewed the KPMG White Papers. It has drafted, reviewed and submitted, on November 1, the updated Needs Assessment for the C/MTF. Key members participated in the October 3 and 4 JGPO 2nd Guam Forward-Basing Partnering Session with DOD representatives from WDC, Hawaii and Guam and Federal, Guam and CNMI Regulatory Agency representatives. The Subcommittee supplied information to the Federal and Guam Teams attending the November 19 meetings in Washington at the Pentagon, where the Subcommittee was represented by Tony Lamorena and Gerry Davis. It also presented information, discussed aspects of the military expansion and collected input at the three C/MTF Guam Village Meetings December 4, 5, and 6. Individual members have submitted their comments on the Final EIS for Kilo Wharf Expansion, due in November. Some members participated by invitation in the Fourth Guam Environmental and Sustainability Forum, bringing together DOD, EPA and Government of Guam environmental officials on December 6. A subcommittee of Guam DOD and Guam EPA environmental professionals originating from this Forum and its committees have been meeting almost weekly for the last few months, coordinating on improving and streamlining the Guam environmental permitting processes. Also some members participated in the December 6 Public Meeting on scoping for the EIS on designation of a Deep Ocean Dredged Material Disposal Site for Guam, which is being prepared for contingency dumping of Guam dredged material by the DOD and PAG.
II. Changes in Plans -- The contract to provide a strategic plan and other assistance for the Subcommittee, using limited Guam Coastal Management Program funds, was changed by the GCMP Administrator to support the new Natural Resources Subcommittee, not the Environmental Subcommittee, as originally proposed. III. Timeline for Future Accomplishments – The top tasks that are being addressed are: • Review of the JGPO “Preferred Alternatives/Footprint” information, as it is made available • Participation by individual members in the Air Force Restoration Advisory Board Public Meeting January 14, 2008 • Preparation of comments for the scoping for the Deep Ocean Dredged Material Disposal Site for Guam EIS (To prepare for contingency dumping of dredged material by the Navy) • Coordinating with the new Natural Resources Subcommittee • Preparation for the C/MTF meeting with GAO Jan. 28, 2008 • Preparation for the next DOD Guam Partnering meetings February 13 and 14, 2008 • Preparation for the next IGIA meetings in Washington February 28, 2008 • Preparation for next Guam Industry Forum March 6 & 7, 2008. |
