December 2007 Monthly Report, Sub-Committee on Education PDF Print E-mail
Generalized Discussion of Meeting.  The subcommittee remains focus to:  
  • Further assessing the 20,000 growth planning factor (outside the fence) provided by Tony Lamorena, BSP, and the overall impact on the education systems.  Initial details were included in the needs assessment report for November 2007.    
  • Identifying vocational and technical training needs.  A spreadsheet has been staffed with all subcommittee chairs.  This list is  intended to record specific occupational skills so that the education subcommittee can assess how those training needs can best be met.  General areas of focus are Construction, Allied Health, Technology, and Education.  However, other professions will be assessed.  Still waiting for specific feedback.
  •  Identifying opportunities for island-wide educational partnerships, cooperative planning and management strategies, and teacher supply and demand issues.
  • Promoting the development of a Guam Center for Education Excellence that would support island-wide teaching excellence initiatives, leadership development, cooperative long-term planning, improved student outcomes analysis, accountability and leveraged Federal grant acquisition. 
 
Progress through the Month.  The subcommittee accomplished or is in progress of accomplishing the following:
 
  • Estimated the overall impact of the 20,000 population growth factor and included an estimated start up funding assessment.  A white paper summarizing the impact and actions being taken to prepare to meet some of the workforce needs is at enclosure 2.  A more detailed summary sheet was completed for action officer level and is at enclosure 3.  A spreadsheet reflecting a more detailed breakdown of the estimated start-up funding is at enclosure 4 .
  • Provided an overview and tour of GCC and UOG to CAPT Walmsley during his visit to Guam on November 9, 2007.  This included the CEDDERS operation at UOG that also support allied health to the community.  Also participated in four meetings and conference calls with   Pete Roberto and CAPT Walmsley concerning the direction of Health and Education for DOI IGIA meeting on November 19, 2007.
  • Assisted GPSS on assessing the new school requirements for current and projected needs to include long-range planning impacts resulting from the military expansion on November 14, 2007. 
  • Participated in the DOI IGIA Working Group meeting on November 19, 2007.  The purpose of our attendance was to provide updates on plans of action, milestones, and costs/start-up numbers for FY 2009 and 2010 funding needs for Federal agencies to assist in resourcing where possible.  Provided an overview on the impact of a 20,000 outside the fence population increase and estimated start-up numbers for budget purposes.    
 
Held an Education subcommittee meeting on November 28, 2007.
 
New Issues or Concerns.  
 
     1.  With the fine-tuning of an estimated timeline, it is clear that the education system outside the fence must adjust and prepare for the military expansion now for higher education in order to meet some of the workforce needs by FY 2010.  For K-12, construction for new schools should start around FY 2010 in order to be prepared to accommodate new students from the population growth in FY 2012.  A concern is that some Federal agencies are hesitant on accepting the fact that they do need to help with bringing the island to a certain standard (step 1) before the island can address surging for the military expansion (step 2).    
 
     2.  Issues are immediate funding requirements to expand or build new facilities and hire additional personnel for higher education to meet core capacity by FY 2009.  For K-12, funding requirements new schools need to be identified starting no later than FY 2010.    
 
     3.  The second order of effect is where funding may be obtained to sustain operations once they are in place.
