I. Subcommittee Accomplishments – The Environment Subcommittee (ES) held meetings with its local agency members on March 15, March 25, April 5 and April 27, 2007. A maximum of 31 participants attended the April 5 meeting, including JGPO. It also met jointly with the Chairpersons of all Task Force Subcommittees on April 3, when a presentation was provided by JGPO. The members have been drafting comments that are to be provided for input to the scoping process under NEPA to direct the preparation of an EIS/OEIS on the impacts of the Military relocation and expansion. Most attended the public meetings on the EIS/OEIS Scoping April 17 and 18. They also have approved and announced a RFP and Scope of Work for a contract to provide a strategic plan and other assistance for the Subcommittee, using limited Guam Coastal Management Program and Guam Environmental Protection Agency funds. The RFP was announced April 20, 2007. Proposals are to be received at BS&P by the deadline of May 4, 2007. Individual members have submitted their comments on the Draft EIS for Kilo Wharf Expansion, due April 23 and the Subcommittee Chairperson has collected the comments to keep on file. A draft MOA among the US EPA, DOD and Government of Guam was reviewed.

III. Topics Discussed – The Subcommittee has been discussing impacts expected from the Military build-up, relative to their agencies jurisdictions and concerns. Agenda items have included the NEPA Process, the NOI for the EIS/OEIS, the scoping input for the EIS/OEIS, the Kilo Wharf DEIS, a draft MOA among US EPA, DOD and Government of Guam for environmental issues and sustainable development, the hiring of a contractor to develop a Strategic Plan for the Subcommittee, etc. IV.
