General Background Information:


-Education System:  Department of Defense Education Activity (DoDEA), Private Schools, Guam Public School System (GPSS), Guam Community College (GCC), and University of Guam (UOG).  


-Overarching issues to support the workforce needs and meet student enrollment growth are: 

  1. Facilities and collateral equipment improvement/expansion and
  2. Personnel Shortages.


-More clarity on the types/numbers of occupations (and when) as well as actual population growth figures outside the fence are needed to provide updated assessments/recommendations.       

-DoDEA will take care of military dependents by constructing six additional schools. 

-Private schools will not expand until a definite waiting list starts developing for their schools.

-Assumed outside the fence population growth resulting from the military expansion will be 20,000 and start in FY2010.  This does not include H2 workers, DoD civilians, or military.
 
IMPACTS:

-The 20K population reflects 4,958 GPSS students; 484 GCC students; and 745 UOG students.  

-This translates into 6-9 additional GPSS schools; expansion of selected facilities at GCC and UOG; and hiring of additional personnel to produce the accelerated workforce needed.   

-Start-up numbers for estimated funding needed no later than FY2010 are:

-Failure to obtain funding for critical facilities, collateral equipment, and personnel will result in inability to implement or surge capacity to meet required workforce training needs.
 
EFFORTS:

  • GPSS is constructing 4 new schools to reduce existing overcrowding.  
  • GCC renovated their Trades and Industry Park to support Apprenticeship programs.  
  • GCC upgraded their Technology Building, Multipurpose Auditorium, and Culinary Kitchen to provide updated equipment and technology needed to increase capacity to support college programs.
  • GCC is working with neighboring community colleges in the region to identify workers and training requirements to support the military expansion.  
  • GCC is preparing to launch a “construction boot camp” to provide initial training and skills to potential construction workers, and developing a Diesel Mechanic Program, a program identified as an area of increasing need for the industry.  
  • UOG is providing research expertise and assessments on freshwater resources, marine and agricultural environments, archeological surveys, GIS, and community support in cancer and other health disparity issues, disabled and aging populations, and education improvements in GPSS.   
  • UOG is working to produce nurses/allied health personnel, teachers, counselors, social workers, environmentalists, accountants, finance/economists, hospitality managers, technologists, advanced project management assistants, and business managers.  

UOG completed the new Leon Guerrero Building to support additional classroom capacity needed for the School of Business and Public Administration.
