CIVILIAN/MILITARY TASK FORCE SUB-COMMITTEE REPORT
ENVIRONMENT SUB-COMMITTEE Lorilee T. Crisostomo, Chairperson March 26, 2007 I. Mission Statement - To ensure that environmentally sound development practices are included in the integrated comprehensive master plan for military expansion on Guam, that environmental impacts are properly assessed and mitigated, and that environmental quality is improved through coordinated efforts of the Civilian/Military Task Force. II. Subcommittee Accomplishments – The Environment Sub-Committee (E S-C) held its first meeting with local agency members on September 14, 2006. The E S-C members reviewed Executive Order 2006-10 and the purpose, goals and organization of the Task Force. They developed their Mission Statement. They discussed a number of issues and raised questions that they felt should be addressed by military members, the larger task force and/or the military components that are outside the immediate membership structure. -- Sub-Committee members participated in the Third Guam Environmental Partnership Forum with DOD, US EPA and Guam EPA held November 30, 2006. Information on the C/MTF was presented. The group discussed a proposed Memorandum of Agreement (MOA) among DOD, US EPA and Government of Guam for sustainable development and coordination on environmental concerns. The Navy’s legal counsel informed Guam EPA that DOD staff could not be official members of a Government of Guam Committee or our Sub-Committee. -- The Second E S-C meeting was held March 15, 2007. Members reviewed the Navy’s Notice of Intent in the CFR for the EIS/OEIS on DOD expansion on Guam. They reviewed the NEPA process, timelines for EIS phases and need for Scoping input to the EIS/OEIS. Members also noted the DEIS release for Kilo Wharf expansion and timelines for its review. They discussed the draft MOA among the DOD, US EPA and Guam, as presented by the US EPA representative to Guam. Finally, they discussed contracting of a consultant to develop strategy for the Environment Sub-Committee. III. Timeline for Future Accomplishments – The top tasks that are being addressed currently are developing individual agency and Sub-Committee inputs to: 1) the scoping for the DOD EIS/OEIS, with a public meeting on Guam April 3 and comment deadline of May 1, 2007, 2) the DEIS for Kilo Wharf expansion, with a public meeting March 28 and deadline for comments of April 23, 2007, and 3) the scope of work for contracting the consultant on strategy, due March 30. -- Next Sub-Committee meeting is scheduled to be through attendance at the Sub-Committee Chairpersons meeting at 9:00 AM April 3.
