Members of the Civilian/Military Task Force Environmental Subcommittee from the University of Guam, the Port Authority of Guam, the Guam Waterworks Authority, the Department of Public Works, the Bureau of Statistics and Plans, the Department of Land Management and the Consolidated Commission on Utilities have membership in or chairmanship of other Subcommittees through which they present their Needs Assessments.  These include the Subcommittees on Natural Resources, Education, Infrastructure, Ports and Customs, Housing, and Economic Development. 

Guam Environmental Protection Agency (Guam EPA) is particularly concerned over the anticipated impacts of increased military presence on Guam on the ability of the Agency to provide the services which it is mandated to perform under US and Guam laws.  The same concerns apply to other Government of Guam regulatory and review agencies, especially within the Departments of Agriculture, Land Management, Parks & Recreation and Public Works and the Bureau of Statistics and Plans.

Although plans, sites and detailed information on the relatively huge and sudden establishment of new military facilities planned for Guam are not yet available, as well as information on other possible DOD projects and secondary impacts, still, projections must be made to anticipate the increased demands on Government of Guam services.
