Housing Study- Status

The process to begin the Comprehensive Housing Study has stopped, due to a Procurement Appeal filed by Captain, Huapea & Associates, Inc. on June 5, 2008.

 - This appeal is in response to GHURA’s decision to deny an official Protest filed by Captain, Hutapea & Associaties, Inc. on May 12, 2008.

~ This initial protest was based on the allegation that the RFP requires the offeror to have  experience in the Guam housing market. Legal counsel determined that nowhere in the RFP is there such a requirement for experience in the Guam housing market.
