Over the next 20 years, using the military expansion as a catalyst, Guam will nurture sustainable economic development that will provide a higher quality of life for all the people of Guam, sustain adequate health, safety, education and work force development, and all vital services necessary to support the needs of the people of Guam, while safeguarding and promoting Guam’s culture and environment.
