Weekly Status Report - Economic Development Subcommittee (EDS)
During the week ending June 20, 2008, the EDS staff focused efforts on understanding federal subcontracting requirements as many local businesses may desire to obtain subcontracts rather than prime contracts due to bonding, documentation, insurance and other requirements. What we have found thus far is that although contracts above $500,000 require that the prime contract have subcontracting plans, the plans are not public documents. This means that only the Navy and SBA can review these documents and monitor the extent to which subcontracting plans are implemented and targets achieved. We will be working with appropriate agencies to determine courses of action to enable us to assist in monitoring the extent to which large businesses subcontract with local businesses and achieve small business targets thereby ensuring local businesses have maximum opportunity to participate in all facets of the Guam Buildup. No word has been received by DOG on the federal application to establish a Procurement Technical Assistance Center in Guam. The FY09 National Defense Authorization Act currently contains language that mandates the creation of a PTAC in Guam. EDS also revised its FY 2010 budget request as suggested by the Governor's Office staff. |
