Achievements to Date: -Assessed 20K outside the fence population growth impact: 4,958 GPSS students; 484 GCC students; and 745 UOG students. This translates into 6-9 additional GPSS schools; expansion of selected facilities at GCC and UOG; and hiring of additional personnel to produce the accelerated workforce needed. -Assessed 6 new schools for DoDEA to handle military dependents population growth. -GPSS is constructing 3 new schools in 2008 to reduce the gap of existing overcrowding and future growth. -GCC renovated their Trades and Industry Park to support Apprenticeship programs. -GCC upgraded their Technology Building, Multipurpose Auditorium, and Culinary Kitchen to provide updated equipment and technology needed to increase capacity to support college programs. -GCC worked with neighboring community colleges in the region to identify workers and training requirements to support the military expansion. On-going. -GCC started a Diesel Mechanic Program on February 19, 2008 to address the construction industry need. GCC will also launch a “construction boot camp” in summer 2008 to provide initial training and skills to potential construction workers. -UOG provided on-going research expertise and assessments on freshwater resources, marine and agricultural environments, archeological support, GIS, and community support in cancer and other health disparity issues, disabled and aging populations, and education improvements in GPSS. -UOG is continuing to produce nurses/allied health personnel, teachers, counselors, social workers, environmentalists, accountants, finance/economists, hospitality managers, technologists, advanced project management assistants, and business managers. -UOG completed the new Leon Guerrero Building to support additional classroom capacity needed for the School of Business and Public Administration. -UOG incorporated more internship opportunities for students to business and government agencies. -UOG streamlined the Masters in Public Administration and Education curriculum to accelerate qualified graduates for the workforce. A new Masters Degree in Social Work has also been approved. -UOG recently submitted an Area Health Education Center (AHEC) Grant to improve the health of the underserved through collaborative regional training initiatives across the Pacific area with GCC. -Assessed the following as start-up numbers for estimated funding needed no later than FY2010: -GPSS: Pers = $17.5m - $28.5m; Construction/Collateral Equip (C/CE) = $103.1m - $172.5m. -GCC: Pers = $2.8m; Post-Secondary Education C/CE = $10.5m; Secondary Ed C/CE= $12.4m. -UOG: Pers = $2.0m; Post-Secondary Education C/CE = $18.7m. -Total Pers = $22.3m - $33.3m; Total C/CE = $144.7m - $214.1m. Challenges: -Obtaining more information on additional type and quantity of workforce needs to assess impact. -Working “Step 1” action items to close gap with “Step 2” of military expansion impacts. -Identifying funding sources to support increases in facilities, collateral equipment, and personnel. -Aligning the timing of producing a trained workforce with ability to hire due to funding shortages. -Identifying sustained funding for post-construction increases in facilities/collateral equipment/personnel/contracts. Actions to Challenges: -Seeking clarity for other types/numbers of occupations through Labor; economic master plan development (GEDCA); research of other locations with military growth; networking with businesses, government agencies, and surrounding islands who state their needs; and observing industry forum new business interests. -Continuing to seek alternate federal and local funding sources to support the capacity issues in respective areas for personnel, facilities, and collateral equipment. -Looking internally at other programs for internship opportunities; streamlining programs to meet workforce needs; and assessing organizational efficiencies to reduce costs and maximize resources. |
