Background
• Executive Order 2006-10 requires GEDCA to develop application seeking federal funding to plan for military growth • Office of Economic Adjustment (OEA), an agency of Dept. of Defense, is primary federal entity that provides planning grants • First OEA visit in July 12, 2006 • Second OEA visit September 25, 2006 • GEDCA in constant communication with Mr. Gary Kuwabara, Guam's OEA Project Manager Application Status - Initial application has been developed in close coordination with OEA
- Application has received tentative approval-Final grant approval expected in December 2006
- Additional OEA grants are expected upon completion of initial grant.
Nature of Application
- OEA desires calculated, paced approach to planning for military growth and expects to issue a series of grants over time, as military growth decisions are made.
- Initial application is intended to document existing conditions/challenges and requests over $178K (1000k federal) as follows:
- $140K for consultant services to study existing conditions; evaluate options and develop legislation to statutorize organization, identify follow-on actions and establish public participation program, including website development.
- $32K for travel expenses to allow Governor and his staff to meetwith DoD and other federal officials on military initiatives and .

- $6K for equipment to be used in grant and program administration.
Tentative Grant Completion Schedule - 2 weeks from date of grant award - issue Request for Proposal for Professional Services
- 7 weeks from grant award - contract negotiations and . award
- Weeks 8-20 - conduct studies, prepare legislation, identify follow-on actions
- Weeks 20-24 - finalization of studies, close out grant, etc.
- End date for implementation of Initial Application requirements - June 2007
- Expect follow-on grant to commence June 2007 after discussions with OEA.
