Mission Statement - As a subcommittee to the Civilian/Military Task Force, the Ports and Customs Subcommittee’s mission is to ensure the safe and efficient delivery of cargo and passengers, as well as identify agency resources needed to accommodate the increase in port traffic.

A subcommittee meeting was held on April 20, 2007 to discuss and finalize the subcommittee’s comments for final submission to the Bureau of Statistics and Plans for compilation and submission to the Joint Guam Program Office. The members submitted their individual comments, specific to their agency/organization’s concerns. Most attended the public meetings on the EIS/OEIS Scoping April 17 and 18.

Also discussed were the concerns and potential impacts of the expansion, and the resources needed by our agencies to handle the increased work associated. Requests were added to the matrix of identified projects and programs for the military expansion. 

Issues Brought-up in Discussions –

  • Lack of specific information on the DOD relocation and expansion
  • Difference/Uncertainty in Projected Numbers of military personnel and dependents.
  • Additional Infrastructure needs: USDA - enclosure with concrete barriers and a fumigation station; Customs and Quarantine -Central Examination Station
  • Need for Customs and Border Patrol and all security officers to meet regarding security issues prior to any construction/ infrastructure enhancement activity at the port; 
  • Transiting nuclear carrier concerns
  • Frustration of Customs officers gaining access on base with their own POVs
  • Customs and Quarantine mentioned the possibility of flying officers to the base/source location of where the cargo will be coming from to do a pre-clearance, saving on any delay in processing when it arrives to Guam
  • Potential funding sources for projects.
  • Extension of Kilo Wharf, ammunitions handling and its effects, specifically restriction on commercial vessels being allowed to transit through the harbor
  • Comprehensive Report for the Governor
