The mission of the Sub-Committee on Health & Social Services of the Civilian Military Task force is as follows: “To provide critical analyses and recommendations concerning local medical, surgical, dental, nursing, allied health, mental health, public health, social and community based outreach services; as related to the proposed increase in military and civilian populations over the next 5 years.”

    Mission Statement: “to ensure the safe and efficient delivery of cargo and passengers, as well as identify agency resources needed to accommodate the increase in port traffic.”

    Mission Statement:  “To examine the housing market, conduct an analysis of future housing needs for the community and mitigate any impacts that may arise from the military expansion, in order to ensure that adequate housing is available for Guam residents of every income level”

    Mission Statement: Public Safety Subcommittee is comprised of local and military public safety organizations aimed at strategizing, coordinating and implementing the best possible public safety services for the local and military communities of Guam.  As an unprecedented amount of population growth will take place in the coming years, we will provide high quality services with integrity, professionalism and respect through Guam’s rich tradition of institutional knowledge and expertise from a cross-section of public safety officials and personnel.

    Mission Statement:  To continue to collaborate with the U.S. military and the Federal Government in building trust and partnership for the benefit of all present and future Guam residents, the Social and Cultural Sub-committee will focus on the following:

    • begin to work with the military towards a mutual ‘sense of belonging’
    • assist in smooth transition of military members and their families;

    Co-develop orientation programs such as

    • History of Guam
    • Understanding and respecting the Chamorro culture, traditions, language and values
    • Mutual respect and understanding of cultural diversity
    • Being a part of the Guamanian community
    • ensure and protect the continued preservation of Guam’s culture and lands;
    • foster and promote civilian and military relations;
    • work hand-in-hand with military officials to understand ‘quality of life’ concerns address them on behalf of both military and Chamorro families;
    • investigate potential ways to effectively work together in using shared federal and local resources to support the above objectives.
  • Natural Resources  ( 1 items )
    Mission Statement: The CMTF, Natural Resources sub-committee will concentrate specifically on natural resource protection and management.  It will be responsible for the following issues: coral reef ecosystems and associated biological communities, terrestrial habitats, protected species, marine mammals, cumulative and secondary impacts to the natural environment and will also be responsible for mitigation efforts and for developing monitoring protocols. This committee will play a critical role in the review of the EIS, mitigation plans, issuance of required environmental permits and development of new policy needed to ensure that Guam's land, water, and natural resources are protected and managed."

    Mission Statement. To document, benchmark, review, assess, and develop recommendations that support the goal of maintaining quality, accessible education island-wide (public, private, and Department of Defense Education Activity (DoDEA)) at all levels from day care and kindergarten through grade level 18 (K-18), as well as the public library and educational telecommunication systems, as planned military, island-wide population, and economic development growth occur.

    Mission Statement:  “To explore and identify the elements that will address Guam’s economic impact and development during the military’s expansion over the next decade and beyond.”

    Mission Statement:  “To ensure that environmentally sound development practices are included in the integrated comprehensive master plan for military expansion on Guam, that environmental impacts are properly assessed and mitigated, and that environmental quality is improved through coordinated efforts of the Civilian/Military Task Force.”
